We have similar rules in SA now but they are not allowed on the roof.

Reading yours it says

The lamps should, as far as is possible, be installed symmetrically in pairs to the front of the vehicle.*

I think you will find that this means foreward of the drivers position ie not on the roof.

There is a pic on our site showing a big red X on the car with it mounted to the roof rack..

the law on roof lights relates to reflection... so if you matt black the top of your bar, your uhf ariel, your bonnet, your scoop, and the top of your quarter panels, you will be fine...

No, the rules regarding roof lights is in relation to blinding on coming drivers. If coming over a crest, they'll see your roof lights before you see their headlights. All lights must be under the drivers eye so you know when to dip them to low beam, essentially
