Sounds like the fuel pump is not getting the job done, like the governor is not letting it fuel up.
I imagine as an ex Evil truck its probably got a bit of extra boost as well!

yeah she is running 20 psi but when i owned it she ran great and has for about 8 months after i owned it

i agree with it not getting enough fuel he has since bought another sd33t ute in stock form and it is doing the exact same thing i seem to think it must be the bango filter also i told him to check them both tomorrow so fingers crossed this is his problem

other wise im ganna have to buy the shorty back and put my other spare v8 in her for a toy lol

If worst came to worse, Do you want the car back? If not how much you chasing for it? Are you interested in palming it off or are you happy to have it, and can't be shagged swoping engines? Im also possibly looking for a replacement turbo for my SD33T. Are you interested in parting with the turbo if you keep the car. Mine is possibly on its last legs!

Sounds like the banjo filter - best to throw it away and fit an in-line filter on the incoming line.

BUT it is also possible that he reversed the inlet/outlet fuel lines at the banjo. I am not sure if the L28 is the same as P40 but should be similar. On the P40 the inlet hole to the banjo is larger than the outlet hole presumably to provide pressurised fuel to the carb. If you reverse the pipes the carb suffers fuel starvation with the symptoms you describe. How do I know? Ahem - lets just say "practical experience". Easy to make the mistake though as the fuel lines on the P40 cross over at the banjo.
