Go with the Raptor coating mate. Its easy to apply, looks good and you can touch up any scratches or chips down the track. It is certainly up to the task on a bullbar, just make sure you treat any existing rust, scuff the bar up thoroughly, clean it all with prepsol and paint.
The problem with powder coat is when you get a chip or deep scratch moisture will leach underneath the coating and causes rust, then it flakes off and the only way to repair it is to get the whole bar redone.
