As i've heard many of Safari's owners have problem on TPS.
As long as you're insured in TPS working, then need to regulate it.
Regulation of TPS can be made by the holes which TPS have:

But it's not only way! it can be regulated different way also.
First of all check output voltage of TPS, it can be checked on TCU wires.
This photo is from service manual, here is shown wire links of TCU.

By the serivice manual:
Free throttle position - TPS must show 0.6v
Full throttle position - TPS must show ~4.4v
(see photo)

If in free throttle position TPS shows 0v, and lower then 3.4v in full throttle position, you need to check place where TPS is fixed.
Generally TPS line up should be in the position like a green line on the photo.


If TPS line up is not in this position, remove the rubber cover part from it with fingers and you'll see fixe bolt. After releasing this fix bolt you can change position of >it< as a line shows in photo. Then fix bolt again and install the TPS. Check free throttle and full throttle positions voltage (if it shows from 0.6~4.4v) and then you can test/drive the car
