Just popped off the turbo on a mates dts system on his TD42 GQ to find the waste gate is welded shut in three places and the waste gate is not even inside the dump pipe flange.
Can we leave it like that and fit some other kind of boost controller and if so how. Bleeding the line to the actuator doesn't help if the waste gate is always shut.
Don't wont to damage any thing from over boosting.

So is the arm and wastegate axle still there and the wastegate can ????

I think you might be referring to the plug at the back of the turbine housing that is only the access point to machine the wastegate seat and fit the wastegate axle and disc. Then it is plugged and welded in three places.
