Just putting this y60 back together after axle oil seal replacement and bearing grease up. There were no shims on the top or bottom bearing when I took apart, now I notice the hub doesn't swivel smoothly, it's as if something is sticking preventing a smooth swivel. If i loosen top or bottom bearing it swivels fine. What can it be? Do I have to add shims even though they were not present before?

Heres my take on whats happening.
Previous owner or mechanic has cheaped out and instead of replacing worn out hub bearings they have removed all of the shims and now the hub is nice and and tight and they have saved/ made a few dollars.
But now the bearings to much preload which overtime causes permanent roller bearing and raceway deformation. this is compounded by the bearings only running back and forth on parts of the race
Now you come along to do the right thing and have disturbed the bearings and now they run on worn and unworn areas of the roller bearings and race causing this lack of smoothness.
The fix is to replace bearings and shim to correct preload
