Take a look under the back of the Patrol at the diff and check to see if either of the vacuum lines have come off. Also I have found that the diff lock wont engage without some slip from either of the rear wheels. For example I can drive for quite some time with full traction and the diff lock wont engage and the light on the dash will be flashing. One quick way to test it is to do some circles on gravel or wet dirt surface to test how quickly the diff lock engages.

I have found the same on mine. Had issues and found vac line disconnected. Also won't engage unless I do a few tight turns to slip a wheel or lift a tyre or something. Sometimes have to do the same to get it to disengage.

 

Check those couple of things sime said, failing that I would think your having issues with the solenoids. Have a read of the link below as it has some good info on the solenoid setup.
