It depends on the whine, most do to a certain extent and if you have some mods it becomes more likely, if it is just a bit of a whine I wouldn't worry but if you get a crackle coming down then that isn't good.

With mods like a snorkel and airbox with a pod style filter will most likely increase turbo whine noise. If you have a straight through 3 inch exhaust you will get the turbo whine through the exhaust.

Without actually hearing yours it would be hard to know if yours is normal
